NEW DELHI: India on Thursday (August 26) notified new liberalised drone rules, freeing unmanned aircraft systems (UAS) from plethora of restrictive regulations.
The aviation ministry admitted that the UAS Rules 2021 enacted this March were perceived by all as “being restrictive in nature as they involved considerable paperwork (and) required permissions for every drone flight…. Based on the feedback, the government has decided to repeal the UAS Rules, 2021 and replace the same with the liberalised Drone Rules, 2021.”
The liberalised regime has abolished several approvals including unique authorisation number, unique prototype identification number, certificate of maintenance, operator permit, student remote pilot licence and drone port authorisation.
The number of forms has been reduced from 25 to 5. The maximum penalty for violations reduced to Rs 1 lakh.
“Quantum of fee (has been) reduced to nominal levels and delinked with size of drone. For instance, the fee for a remote pilot license fee has been reduced from Rs 3,000 (for large drone) to Rs 100 for all categories of drones; and is valid for 10 years. Digital sky platform shall be developed as a user-friendly single-window system. There will be minimal human interface and most permissions will be self-generated,” the aviation ministry said in a statement.
“No remote pilot licence required for micro drones (for non-commercial use) and nano drones. No requirement for security clearance before issuance of any registration or licence,” it added.
“Drones present in India before November 30, 2021 will be issued a unique identification number through the digital sky platform (subject to conditions). Safety and security features like ‘No permission – no takeoff’ (NPNT), real-time tracking beacon, geo-fencing (will) be notified in future,” it added.
